Cannot dual log into table on single IP despite being enabled

I have enabled all the settings allowing 1 IP to multi-log so I can test. Despite enabling this, and adding white-list entries, I still get an error when attempting to sit in 2 spots at a table stating that a player with that IP already exists.

How can this be fixed despite all the settings enabling multi user per IP?

In addition to the global setting on the System tab, each ring table has its own "Allow duplicate IPs" setting. Did you set both?
