I'm thinking about dropping negative balances completely from the next major version so that every chip can be accounted for at any given time.

Did you drop negative balance in the new version or did you leave it alone?
Did you consider any change like I suggested?

No, I put the rewrite aside for now to get an Omaha version out this year. So I left it as-is for backward compatibility.
