Set Final Table Size

Is it possible to set the final table to have a different size than normal tables. For example, I want to run a heads up tournament but right now when there are 3 people left it puts 1 person at their own table not playing. Ideally, I could set up the final table to have 3 people on it so no one sits out

No, not currently. This has been suggested but mainly for 9-seat tournaments with a 10-seat final. In your case you might consider a true heads-up tournament running in shootout mode and starting with a power of 2 number of entrants. That essentially creates a bracket system.
