tournament "Announced" status

I would love to see an "Announced" status for tournaments.
And change the "Registered" status to "Registering"

Any Tourney with a Start Time could be in "Announced" status until, say, an hour or two before the start time when it would switch to "Registering". Players can't register for an "Announced" tourney but they can see that it is scheduled.

This would have several benefits:

Announced tourneys would only have a "Tournament Info" button. Encouraging players to explore the information available to them. RTFM! Players!
Reduces No-Shows because players can't register a week in advance.
Reduces hassels with Waiting Lists being dropped if the server goes offline.
Encourages players to show up an hour early to register for a favourite tourney (then mybe play a Ring Game until start time) More players online more often... good idea!

Thanks for the suggestions. I'll take another look at them after I get the 2.70 version released.
