Min number of players to deal a hand in a tournament

So many times 2 players will register and be sat at a new table while the rest of the 9 players are playing a hand at the main game. Yet the software forces the heads up players to play a hand heads up. This becomes an issue when it’s near the end of late registration and players are sitting with only 15 big and are forced to play heads up.

Can you make it so the software balances a table if 1 table has 9 and another has 3 before a hand is dealt?

It already does that. But what you are really wanting is for those late reg players to be able to sit out a hand until the larger table(s) finish their hand. That would take a significant rewrite of the already complicated table balancing code just to convenience late arrivals in certain situations for a single hand. Not likely to happen.
