First level not used in stud tournament

I set up a stud tournament where the first blind levels are 50/100 with 25 ante and 30% bring in. This level is not used by the software and it starts the tournament at level 2 which is is 100/200/50. I thought maybe it was just ignoring the first level so I inserted a level 2 which also was 50/100/25 but that didn't help.
Is there some setting in tournaments where the smallest chip is 25?

I couldn't attach a text file here so I'm just pasting the tournament export file here.

The stakes in Limit games are defined by the Small Bet/Big Bet, not the Small Blind/Big Blind (which don't even exist in Stud or Razz).

Just to clarify, in a tournament the blinds editor has to work for any type of game so it calculates the Small Bet/Big Bet for you by doubling whatever values you enter for the blinds column. But when a Limit game is running, it's only looking at the Small Bet/Big Bet values.
