Changes:
Fixed bugs in AccountsPermission and AccountsTicket API commands. Previously it was possible that changes made using the API to a player's permissions or tickets setting might not get saved to the database file if the program later crashed or the server was rebooted without a normal shutdown of the poker server.
Fixed scrollbar bug in player client. Previously moving the mouse while clicking on a scrollbar's up or down button would cause erratic scrolling.
Updated SQLite dll file to newer version. This change should not affect any of the database functionality.
