HELLO MY QUESTION IS DOES THE SOFTWARE GET BLOCKED IN CERTAIN STATES. OR CAN IT BE ACCESSED ANYWHERE?

Poker Mavens is software that you install on your own computer. No one can block you since it is running under your control. That said, you are responsible for complying with your local gaming laws.

Ok reason I asked is that someone was saying they were not able to pull up the software and they are from another state so i was curious if that was the problem.

The only thing that can block a connection is your own firewall.
