I have noticed this happening a few times so pretty sure its a bug.
When a tournament is down to the final table and players are moved from 2 tables to one, there is no redraw for seating.
It seats everyone from both tables in the same order on final table.

P1-seat 2
P2-seat 4
P3-seat 5
P4-seat 9

table 2
P5-seat 1
P6-seat 3
P7-seat 6
P8-seat 7
P9-seat 10

Final table redraw seats
P1-seat 1
P2-seat 2
P3-seat 3
P4-seat 4
P5-seat 5
P6-seat 6
P7-seat 7
P8-seat 8
P9-seat 9

Or (I did not noticed exactly what table it would seat first)
P5-seat 1
P6-seat 2
P7-seat 3
P8-seat 4
P9-seat 5
P1-seat 6
P2-seat 7
P3-seat 8
P4-seat 9

That's designed behavior, not a bug. A redraw option has been requested in the Wish List section, however.
