Blind Posting Error

[BO1LER]

When a player busts out and misses a hand while they rebuy, they are made to post a blind even if they didn't miss one. This seems wrong.
Here's an example. Player D2men busts in the first hand while he is the button. He misses 2 hands and rebuys. The next hand, he is made to post.

He left the table in hand 125. No one was in seat 4. Then he came back in hand 126. That's why he had to post a blind (since he didn't wait for the BB to come around to him).
