Moderate mavens under two different windows user

Hello,
if we have another moderator and we wouldn't let him access through administrator account.
how can we setup mavens interface mod panel to work from different account but for same instance?
what I tested was.if we use run as administrator option then we can see the settings but changes wouldn't apply.
its just came to my mind what if we set mavens config files (if i can find it) another user permission to write.
