How many gold licences need to have two gold game website?

Should i purchase two Gold license or one license is enough ?

You need to purchase a separate license for each running copy of the PMServer.exe server program.

There's no hardware locking but there is a license key that has to be entered into the settings.

Do you mean if somebody had my software and license key he can't use that for himself to establish a new game server?

You can move your site from one server to another at any time. But if you're going to run multiple sites at once, you need a separate license for each one.
