If the player buys in for 80k and leaves 20k in his balance, he can rebuy any time unless his stack gets below 60k. Below that, he can no longer rebuy since he can't meet the table minimum. It's the same as if he left the table and tried to come back later with less than 80k in his balance. This feature also prevents an exploit (that used to exist but is now fixed) where players would intentionally keep their balances low (by buying into empty tables or transferring chips to a friend) so they could push all in every hand and only risk a small portion of their chip balance.
