I know i seen this post some where but i can not find it or remember the answer so im sorry for asking again

Can or is it possibly to have a tourney registration time frame so you can put the game online at lets say 1pm, have the game start reg at 3pm and then the game starts at 5pm so there's only 2 hrs reg time...

The only way its to put a password in the tourney, and creat some procedure a cron procedure to remove the password in the start reg time.

You can't delay registrations for an online tournament. Using a password as suggested above is the probably the closest you could get.
