Would it be possible for a player to register a tournament which has already begun ?
during the first level of blind for example,
by deducting the blinds of his starting chips...

No, the seats have already been randomly assigned. Plus what are you going to do with the chips that were deducted? The administrator can manually register a player if they know they will be arriving late.
