There are times where it is agreed at a certain time everyone at the table must straddle. Sometimes players refresh and the box gets unchecked, or they simply forget.
Is there a way to enforce a mandatory straddle from admin?

There is a need to change them though. It's a progression of limits. Since you're unable to edit raising the stakes for a game already in progress, the mandatory straddle is the only workaround for it. Just like there are transitions in tournament poker with blinds/levels being raised to move the game along, there are transitions in cash games. These exist in professional casinos, not home game 'gimmicks'.

You're taking "complete control" a little too literally. That doesn't mean you can change them on the fly, contrary to the normal rules of poker.
