You can make a custom table graphic in the Pro and Gold versions. Instructions here:

I wish we could shift the images without shutting down the games....so we could rotate ads on the table....
maybe someday?

Possibly. In the mean time I'd suggest using the edges of the screen for ads where you have full control of the html.

If you have the folder directory set to a graphic like the back of the cards, Can you just over write that graphic with a different graphic with the same name. and the next time the flash grabs the graphic it will change or does the program lock the graphic or load the graphic into the program each time the server is started. I think it would be the later. I take it that the area you mean is the advert area around the outside of the table that is described in.

The server loads all of the graphics into memory when it goes online and serves them from there. This is much faster than accessing the disk drive. Also CRC values are calculated to prevent the client from using old graphics stored in the cache. That is why changing graphics after you're online has no affect.
