Likely just a firewall issue. Add the program file (PMServer.exe) to the Windows Firewall "Allow" list.

Found somebody to walk me through that step, and it works.
I am terribly disappointed that it took a couple of months to get to this point.
It's not *that* complicated to achieve, but was seemed pretty overwhelming in the beginning.
Life's like that.
