Tournament 10 minute sit out

Been having a lot of players sit out during tournaments for 9 minutes
then they come back, play 1 hand, and sit out for another 9 minutes
the cycle repeats during the tournaments with 0 buy in (FreeRolls)
what am I to do?

Sitting out is just the equivalent of folding every hand. Eventually they get blinded out. There's noting to do, unless you want to accelerate that process with larger blinds. Also, there's no sitout timer in tournaments so I don't know why they would be coming back every 9 minutes.

so if i increase blinds, i should reduce the amount i give away in Freeroll tournaments, since they will no last as long. Right?

That's up to you but if you want to shorten the time they take and also punish people who sit out for very long, increasing the blinds and/or reducing the level duration will do that. Also enabling "Remove no shows" will remove players who don't show up before level 2 begins.
