No, but installing Poker Mavens on a VPS is just like installing it on your local PC. Easier actually because there are no routers to mess with for port forwarding. The only difference is that you first run Remote Desktop Connection to connect to your VPS. More information on that is contained in the FAQ: http://www.briggsoft.com/pmfaq.htm

There are lots of Windows VPS hosting services out there.

I haven't seen anything under $10,000.
