Is there a way to have a message in the lobby show up so that every player (those logged in now or logging in later) can see it? I know we can have a pop-up to show up for anyone who logs in, but that can get annoying after a while.

You can use the "Site News" feature but players will only see it on their next login. For those already logged in, you can post in Lobby chat.
