I wish to close the Chat
I would like not to be able to write a message in chat.
Users also could not play on the record a message in chat.

You can turn off the "Lobby chat" in the Client Settings group. The table chat cannot be turned off because there are important system and dealer messages there but you can set a value for the "Player chat permission" and "Observer chat permission" at each table so that no one can enter chat there.

Yes, using the two permissions settings that each table has. For example, set Player Chat Permission to "No" and Observer Chat Permission to "No". Since none of your players will have a permission token called "No" in their account settings, no one will be able to send messages in the chat.
