How does the pc recognition work?

There is someone that I blacklisted his PC, and he keeps trying to come back from many IP addresses.
I was wondering how does the program recognizes his pc.

The PC ID is just a random number saved in the local settings on first connection and is not a reliable setting. Changing browsers or running in incognito mode causes a new number to be generated. Unfortunately, Javascript doesn't contain any hardware fingerprinting/identification functions.

So in fact there is no way to block him if he keeps changing the pcid and his IP address?

Not unless you create your own custom ID verification (like a onverify.com phone verification type system, for example).
