Changes:

Added late registration option for tournaments. Yeah, finally! Late registration - Set the number of minutes available for late registration, 0 to 999999. Late registration will terminate early if payouts begin or the tournament fills up (i.e., entrants = tables * seats per table). Players knocked out (or removed as no-shows) can not use late registration to re-enter the tournament. Late arrivals will be placed at the table with the most open seats. If a merge recently occurred such that there are no open seats, a previously closed table will reopen and the player will be placed there. Then the normal table balancing routine will kick in automatically. When the late registration period is in effect, the normal "Register" button that appears in the client will show "Register Late" instead.

Added "Late" parameter to tournament register callback. It will indicate "Yes" if the player used late registration. Also, a "Late" parameter has been added to the tournament results file indicating how many of the total entrants registered late.

Added "Chips transfer" and "Chips accept" fields to individual account settings. This allows you to restrict player-to-player chip transfers to specific players. The transfer option allows a player to send chips to other players and the accept option allows a player to accept chips from other players. The existing "Allow chip transfers" setting on the System tab must be enabled for either of these options to work.

Added "Sitout relaxed" option to ring game settings. When this option is enabled, players who have exceeded the allotted max sitout time will only get booted if there are players in the waiting list.

Fixed fractional rake input bug in Windows console. The bug has been there since 4.19 and didn't allow fractional rake numbers to be entered unless they were pasted in.

Just a clarification on what constitutes a full tournament, which will end the late registration period early. If you allocate, for example, a tournament with 10 tables and 9 seats per table, there can be no more than 90 total registrants. So if the tournament starts with 80 players, there can be no more than 10 late arrivals. It does not matter if some players get knocked out or no-shows are removed, that does not make room for more players. The max total is fixed at whatever you have set originally.
