Expected threads is the sum of connection and table threads as explained above. Actual is reported by Windows Task Manager for PMServer.exe.
If threads get maxed out, both mavens and apache will crash?
Only if one used all available memory. Is Apache crashing?
apache has standrad 2k threads always. Would it help to scale for more players if we somehow reduced the number of apache threads?
I don't know that much about Apache but that seems odd to be using up 2000 threads even if no one is connected to your web server.

What are the symptoms of "stuck"? Are any tables running? Can players log in? Can you issue API commands? Does the Remote Admin interface work? What do you see in the Windows Console? What's in your Error Log file?

Sometimes when just mavens server freezes, EVerything seems to be working fine except that the site mavens server executable is frozen and the games are a little slow. Sometimes, both apache and mavens crash.
