Changes:

Added new "Min Players" option to tournament settings. This allows you to prevent the start of a tournament if a specified number of players have not registered by the designated start time. Tournaments started by other methods (start full/start min/start code/manual) are not affected by this setting. If the number of registrants falls short, what happens next depends on the value of the "Recur minutes" setting. If it is 0, nothing happens. The tournament stays online but does not start and the waiting list does not change. If it is -1, the tournament is taken offline and anyone in the waiting list is unregistered. If recur minutes is 1 or higher then anyone in the waiting list is unregistered and the new start time is set.

Double rebuy option added to rebuy tournaments. In rebuy tournaments, you can rebuy when your chips are at or below the starting chip level. Previously when a player lost all of their chips, they were presented with "Leave" and "Rebuy" buttons. Since that brought them back to their starting level, they could immediately perform another rebuy using the table menu. Now they are presented with "Leave", "Rebuy", and "Double Rebuy" buttons, which eliminates that second step if they choose.

Dealer button now moves at the start of new ring game sessions to prevent an exploit in two-player games.
