Ring Game Leaving And Come Back

When players leave a ring game with an amount more than the table max, they should be forced to buy back in for that amount they left with. Not the table maximum.

Rathole minutes: This is the number of minutes (0 to 120) that a player must wait before they can return to the same ring game table with fewer chips than they left with.
