The "Allow Duplicate PCs" setting is not secure since using a browser's incognito mode will generate a new one each time. However the "Allow Duplicate IPs" setting should stop anyone from logging in with the same IP. I'd like to see a screen shot of that setting on your system along with one of the Connections tab showing duplicates logged in.

Even if Allow Duplicate IPs is Yes on the System tab, you can still prevent them from joining the same ring table as each one of those has its own setting.

You didn't show the Connections tab (in the server console) where it displays the IP addresses. Show me where those are the same.
