Incorrect tourney behavior with small stacks in the BB

Incorrect tourney behavior when BB is all-in for <SB.

SB should not be presented with the option to fold. SB should be forced all-in for 30, have 70 refunded, and either a) the cards should be run out and 60 chips should be pushed to the winner of the pot or b) since the player is sitting out, they should be auto-mucked and Hero should receive the chips.

It's really incorrect to award the BB 100 when they only had 30.

I was able to reproduce it. This situation only occurs if the short stack BB is sitting out (and the SB is the only other player). Otherwise the SB would have been refunded 70 and the hand would have played out to an automatic showdown. Also, if the SB had just called, the sitter would have automatically folded and been knocked out of the tournament. I just need to check for that situation and make it automatic.
